Political-finance identity and transaction audit

Update: The follow-up authenticates one historical Cynthia George receipt and adds bounded original-filing checks. Other unresolved queries remain open. Read the later findings. Earlier gap statements below describe the preceding research stage.

Findings

The defensible result is a transaction-level correction, not a “Rosenwald family total.” The audit preserves 264 selected records and separates identity decisions from money-flow stages and filing versions. It revisits 208 rows actually included in the prior five-target normalization; the underlying historical files contain 213 rows. Current evidence includes original FEC electronic filings, refreshed structured receipts, and six Connecticut SEEC bulk files.

The most consequential corrections are:

• Five previously included Minnesota James Rosenwald rows lack a demonstrated connection to James B. Rosenwald III or IV; one Montana Laura Rosenwald row likewise lacks the target identity bridge.
• Of 75 historical Jill McRae results, 74 are excluded from attribution to the intended target. These include different given-name/surname variants and unsupported geographic/professional matches. One Massachusetts designer entry remains uncertain.
• The Lieu records describe $7,000 of recipient-reported giving, split into two elections—not $14,000 after adding ActBlue’s corresponding intermediary record.
• The CT federal party’s ten Soros-name entries comprise one ordinary receipt and nine joint-fundraising memo allocations. They cannot be treated as ten independent cash receipts.¹²³

“Excluded” means excluded from target attribution or additive cash, as specified—not necessarily proof that two people could never be the same person. “Included” is an evidence classification, not permission to add every included row. No lifetime, net-giving or family aggregate is reported.

The downloadable public financial extract contains identity-attributed current captures only. Unresolved names, unrelated donors, superseded captures and private contact details are excluded. It is not a complete donor history or an additive total.

Original filings and amendments

James Rosenwald / Ted Lieu

The current recipient records are transactions 6130923 and 6130924, each $3,500, dated February 23, 2026, for primary and general elections. Original electronic filing 1997237 confirms the name James Rosenwald, employer Dalton Investments, occupation Investment Counsel and amounts. Its header explicitly references prior filing 1966747. The FEC filing index identifies the July 15, 2026 amendment as most recent and the April 15 original as amended.⁴

ActBlue’s transaction SA11AI_779353691, dated the same day, reports $7,000 earmarked to committee C00556506. This is a second reporting stage of the giving described above, not another $7,000. The professional context supports III, but there is no unique donor-person identifier; generic James/RCM analyst entries are handled more cautiously.⁵⁶

Laura and Jocelyn Rosenwald / De la Torre

Original amended filing 1979034 references prior 1967052 and preserves:

The earlier DA404 capture used SELF/philanthropist. The amended employer provides a stronger connection to Laura Parker Rosenwald’s disclosed RCM role. Both receipts have corresponding ActBlue entries, retained as intermediary evidence rather than extra giving. Jocelyn’s issuer biography independently corroborates her Beach Front career.⁷⁸

A narrow 2026 Schedule B query for Rosenwald recipients at De la Torre returned no results. This is not a comprehensive no-refund finding: Lieu and Soros refund follow-ups were rate-limited, and net giving remains uncomputed.⁹

Soros and the Connecticut federal party account

Original FEC filing 959146 confirms George Soros → Connecticut Democratic State Central Committee, C00167320, transaction C20928383, September 22, 2014, $10,000, with Soros Fund Management/CEO identification. This closes the previous electronic-original retrieval gap; the scanned page itself was not reviewed. This is a federal-account record, not a CT SEEC state-account contribution.¹⁰

The refreshed party-account query also returns nine 15J / memo X records. Blank memo text does not make a record cash: the September 30, 2024 George and Alexander entries have blank memo text but explicit memo flags. The FEC defines 15J as the recipient committee’s share of a contribution made to a joint fundraiser.¹¹

A concrete back-reference is now verified in original filing 1857578:

The $265,000 is not a Soros contribution total. The two memo components are not amounts to add on top of that transfer. Andrea Soros Colombel and Jeffrey Soros entries remain separately reported names, not merged into George or an assumed family funding unit.¹²

No record examined establishes an earmark for a CT judicial appointment, payment to a judge, direction of SGB, or intervention in litigation.

Identity bridge resolved—and a remaining boundary

The web-extracted text of the primary Hikari Acquisition/NAVF/Michael1925 tender document, in its January 10, 2023 RCM director table, identifies Jill Rosenwald as both founder/creative director of Jill Rosenwald Studio and RCM director. Pinpoint: printed page 41, PDF page 53 in the broker-hosted compiled document. This is a source-supported professional identity bridge that earlier work left open. The relevant PDF text was retrieved, but the visual original was not checked: the direct local download returned HTTP 403 and the page-image request failed.¹³

Lawrence McRae’s own studio biography identifies Jill Rosenwald as his wife and fellow artist. Nevertheless, the single historical FEC entry “MCRAE, JILL,” SELF/DESIGNER/Massachusetts, November 9, 2021, $50 earmarked to DSCC, is retained as uncertain, not automatically promoted to a financial attribution. Professional biography plus spouse surname is not a unique donor record identifier.¹⁴

No independently authenticated contribution was assigned to James Benno Rosenwald IV. Generic RCM/analyst James records—including a newly returned May 13, 2026 $15,000 entry—remain unresolved between identities rather than automatically attributed to III.

SGB principals

Aidan Welsh has two September 19, 2020 ActBlue entries, $25 and $100, earmarked for Biden Victory Fund, reporting SGCBBW / lawyer / CT. These support a narrowly labeled conduit-record finding. A different Aidan Welsh entry with Santa Clara County/attorney/California is excluded. The intended-recipient follow-up was rate-limited.¹⁵

The sole Jill Blomberg federal result reports an Indiana retired donor; it is not attributed to the CT lawyer. Eleven Bryniczka surname records include other first names, not Peter. Cynthia George’s broad CT-name query returned 329 results; only the first 100 were retrieved, and three representative unsupported-identity rows appear in the subset. The narrower employer query was rate-limited. None of these searches constitutes a clearance or a completed all-variants donor history.¹⁶

Connecticut SEEC coverage and remaining gaps

Six official receipt CSVs were parsed completely: party/PAC calendar-year and candidate/exploratory election-year files for 2014, 2024 and 2026, totaling 382,508 rows. The target-name scan found no authenticated target entries; three 2014 records for differently named Blombergs were excluded. The newer download index labels its 2024/2026 files updated September 12, 2026.¹⁷

This covers those snapshots only. Other years, aliases, town-level filings outside the available data, disbursements/refunds, and original-report amendments require separate checks. A federal party receipt cannot be inserted into a missing SEEC state-account result.

Audit controls and follow-up

The CSV preserves committee, transaction, sub-ID, file, report, amendment-description, election, memo, back-reference and matched-group fields. It marks historical captures recaptured unchanged or superseded. Importantly, Schedule A’s row-level “N / NO CHANGE” can appear inside a filing whose filing-level amendment indicator is A; these are not interchangeable fields.

Five attempted FEC follow-ups returned an explicit public-key rate-limit error, preserved as failures—not zero-result evidence. The next targeted checks are those interrupted employer/refund/recipient queries, additional SEEC years, and any public donor-specific identifier that resolves generic James and Jill entries. Identity decisions, filing versions and money-flow classifications remain subject to the stated source limits.
